વડાપ્રધાન નરેન્દ્ર મોદીના વડપણ હેઠળ મળેલી કેબિનેટની બેઠકમાં નિર્ણય લેવાયો  

નવી દિલ્હી: માનવસંસાધન પ્રધાન પ્રકાશ જાવડેકરે બુધવારે કેન્દ્ર, રાજ્ય તથા ગ્રાન્ટ-એઇડ યુનિવર્સિટી-કોલેજોના અધ્યાપકો માટે 7મા વેતનપંચની ભલામણો લાગુ કરવાની જાહેરાત કરી હતી. વડાપ્રધાન નરેન્દ્ર મોદીના વડપણ હેઠળ મળેલી કેબિનેટની બેઠકમાં નિર્ણય લેવાયો હતો.

7 લાખથી વધુ અધ્યાપકોને થશે લાભ

જાવડેકરે જણાવ્યું હતું કે ભલામણોનો સ્વીકાર કરવાના નિર્ણયનો લાભ કુલ 7,58,000 અધ્યાપકોને થશે. અધ્યાપકોના વેતનમાં 10 હજારથી લઈ 50 હજાર રૂપિયા સુધીનો વધારો થશે. અધ્યાપકોને મળેલો વધારો 22થી 28 ટકા સુધીનો છે. વેતનમાં વધારો 1 જાન્યુઆરી, 2016થી લાગુ થશે. અધ્યાપકોને વેતનવધારા માટે રાજ્યોને કેન્દ્રની સહાય મળશે. જાવડેકરે જણાવ્યું હતું કે શૈક્ષણિક ક્ષેત્રમાં વર્તમાન પ્રતિભાશાળી અધ્યાપકો જાળવી રાખવા માટે તેમને સારું વેતનધોરણ આપવું જરૂરી છે.

કેન્દ્ર પર 1400 કરોડનો બોજ પડશે

7મા વેતનપંચની ભલાણોના સ્વીકારને પગલે કેન્દ્ર સરકાર પર 1400 કરોડ રૂપિયાનો બોજો આવશે, જ્યારે રાજ્યો પર 8,400 કરોડ રૂપિયાનો બોજો આવશે. કેન્દ્રીયકાયદા પ્રધાન રવિશંકર પ્રસાદે જણાવ્યું હતું કે 119 આઇઆઇટી,આઇઇએમ તથા એનઆઇટી સહિતની ઉચ્ચ શૈક્ષણિક સંસ્થાઓના અધ્યાપકોને તેનો લાભ મળશે.

અધ્યાપકોને 11 વર્ષે પગાર વધારો મળ્યો

યુનિવર્સિટી-કોલેજોના અધ્યાપકોને છેલ્લે 11 વર્ષ અગાઉ વેતનવધારાનો લાભ મળ્યો હતો. ચાલુ વર્ષે અધ્યાપકોના વિવિધ સંગઠનોએ 7મા વેતન પંચની ભલામણોના સ્વીકારમાં થઈ રહેલા વિલંબના વિરોધમાં અચોક્કસ મુદ્દતની હડતાળ પર ઉતરવાની ચીમકી આપી હતી.

 ગરીબી પ૭%થી ૩૦% થઇ છતાં વિશ્વનો દર ત્રીજો ગરીબ ભારતીય

પીએમ મોદીએ ગઇકાલે ગરીબી હટાવોનો નારો આપ્યોઃ પાંચ વર્ષમાં ગરીબી દુર કરવાનો લક્ષ્યાંકઃ ૪૬ વર્ષમાં ચાર વડાપ્રધાન ગરીબી હટાવવાના અભિયાન લોન્ચ કરી ચુકયા છેઃ દેશના ૭ રાજયોમાં ૬૦ ટકા લોકો ગરીબઃ ગરીબી દુર કરવા ૧૭.પ કરોડને નવી રોજગારી આપવી પડે, જીડીપી ગ્રોથ ૧૦ ટકા કરવો પડે, ખેડુતોની આવક બમણી કરવી પડે, કૃષિ પેદાશ પ૦ ટકા વધારવી પડે, અર્થતંત્રને ૧૩૦ લાખ કરોડથી વધારી ૬પ૧ લાખ કરોડનું કરવુ પડે

   નવી દિલ્હી તા.૧ર : વડાપ્રધાન નરેન્દ્ર મોદીએ ગઇકાલે ગરીબી હટાવોનો નારો આપ્યો હતો. તેમણે પાંચ વર્ષમાં દેશમાંથી ગરીબી નાબુદ કરવાનો ટાર્ગેટ રાખ્યો છે. ૧૯૭૧માં પણ ઇન્દિરા ગાંધીએ પહેલીવાર ગરીબી હટાવોનો નારો આપ્યો હતો. તે પછી ૪૬ વર્ષમાં અત્યાર સુધી ચાર વડાપ્રધાન દેશમાંથી ગરીબી હટાવવાનું અભિયાન શરૂ કરી ચુકયા છે. આ ૪૬ વર્ષમાં ગરીબી લગભગ ર૭ ટકા ઘટી છે. ૧૯૭૧માં ગરીબોની કુલ વસ્તી પ૭ ટકા હતી. હજુ પણ દેશની ૩૦ ટકા વસ્તી ગરીબ છે. વિશ્વ બેંકના કહેવા મુજબ ભારતમાં રર.૪ કરોડ લોકો ગરીબી રેખા હેઠળ જીવી રહ્યા છે એટલે કે દૈનિક ૧ર૦ રૂ.થી ઓછામાં તેઓ પોતાનો ખર્ચ ચલાવી રહ્યા છે.

   વિશ્વમાં વસ્તીના હિસાબથી સૌથી વધુ ગરીબો ભારતમાં રહે છે એટલે કે દર ત્રીજો ભારતીય ગરીબ છે. વિશ્વના દર ત્રણમાંથી એક ગરીબ ભારતમાં રહે છે. ભારતના સાત રાજયો છત્તીસગઢ, બિહાર, ઝારખંડ, મ.પ્રદેશ, ઓડિશા, રાજસ્થાન અને યુપીમાં લગભગ ૬૦ ટકા લોકો ગરીબ છે. ૮૦ ટકા ગરીબો ભારતના ગામડાઓમાં રહે છે. વિશ્વમાં લગભગ ૭૬ કરોડ ગરીબો હોવાનુ કહેવાય છે.

   મોદી અગાઉ ચાર વડાપ્રધાન ઇન્દિરા ગાંધી, ઇન્દ્રકુમાર ગુજરાલ, વાજપેઇ અને મનમોહન સિંહે ગરીબી હટાવવાનું અભિયાન શરૂ કર્યુ હતુ. આમ છતાં ગરીબી હટી નથી. ભારતમાં ગામડાઓમાં ગરીબ વધુ હોવાના ચાર કારણો છે. જેમાં ચોમાસુ અને મોસમ પર નિર્ભરતા, સૌથી વધુ બિમારી, ગરીબીથી વસ્તી વધે છે અને દેશમાં મોટાભાગના લોકો ખેતી પર આધારીત છે પરંતુ ખેડુતોને યોગ્ય વળતર નથી મળતુ.

   જો મોદીએ પાંચ વર્ષમાં ગરીબી દુર કરવી હશે તો જીડીપી ગ્રોથ હાલ પ.૭ ટકા છે તે ૧૦ ટકા કરવો પડશે. ૧૭.પ કરોડ નવી રોજગારી ઉભી કરવી પડશે. અર્થતંત્ર ૧૩૦ લાખ કરોડનુ છે તે વધારીને ૬૫૧ લાખ કરોડનું કરવુ પડશે. દરેક ગામમાં નેટ લાવવુ પડશે, ખેડુતોની આવક બમણી કરવી પડશે, દરેક ઘરમાં વિજળી-પાણી આપવા પડશે, કૃષિ પેદાશ પ૦ ટકા વધારવી પડશે.

   રંગરાજન કમીટીના કહેવા મુજબ ભારતમાં ર૯.પ ટકા લોકો ગરીબ છે. દર ૧૦માંથી ૩ શખ્સ ગરીબ છે. આ સમિતિએ શહેરી વિસ્તારમાં એક મહિનામાં ૧૪૦૭ રૂપિયાથી ઓછો ખર્ચ કરે તેને ગરીબ ગણ્યો છે. આ જ રીતે ગામડામાં ૯૭ર રૂપિયા નક્કી કર્યા હતા. ર૦૧૧-૧રમાં ભારતમાં ગરીબોની સંખ્યા ૩૬.૩ કરોડ હતી. ર૦૦૯-૧૦માં આ સંખ્યા ૪પ.૪ કરોડ હતી. ગરીબ તેને ગણવામાં આવે છે જેની પાસે પાયાની જરૂરીયાતો એટલે કે રોટી, કપડા કે મકાન ન હોય.

આને કહેવાય વિકાસ ? ર૦૦ની નવી નોટના બંડલના રૂ.રપ૦૦ ઓન તથા પ૦ની નવી નોટના ૭૦૦ થી ૧૦૦૦ ઓન બોલાય છેઃ બેંકોમાં ૧૦ના સિક્કા, પ૦૦-૧૦૦૦ની જુની નોટોના ખડકલાઃ ૧૦ની નવી નોટના બંડલ આવવાના નથીઃ દિવાળી ટાણે માત્ર ર૦ની નવી નોટો દેખાય તેવી શકયતા

   રાજકોટ તા.૧ર : કેન્દ્ર સરકારે એવુ કહીને તાજેતરમાં રૂ.પ૦ અને ર૦૦ની નવી નોટ બહાર પાડી હતી કે લોકોને આ નોટ જોઇએ તેટલા પ્રમાણમાં મળશે પરંતુ આ નોટ બહાર પડયાને લાંબો સમય થયો હોવા છતાં પ્રજા માટે આ નોટના દર્શન થયા છે. એવુ પણ કહેવાતુ હતુ કે રિઝર્વ બેંકે આ બંને નોટ જંગી જથ્થામાં છાપી છે કે જેથી લોકો તેનો સંગ્રહ ન કરે અને તે છુટથી મળી શકે. હકીકત એ છે કે આ નોટ હજુ સુધી લોકો સુધી પહોંચી નથી અને આ નોટના ધુમ કાળાબજાર થતા હોવાનુ લોકોમાં કહેવાય છે એટલુ જ નહી દિવાળીના દિવસો આવ્યા છતાં પણ બેંકોમાં નવી નોટો હજુ સુધી નહી આવતા લોકોને નવી નોટો મળશે કે નહી ? એ બાબતે પ્રશ્નાર્થ ઉભો થયો છે. ચાલુ વર્ષે પ૦ અને ર૦૦ની નવી નોટના બંડલ તો દુર રૂ.૧૦ અને ૧૦૦ની નવી નોટ પણ બેંકોમાં જોવા મળતી નથી. બેંકોમાં માત્ર ર૦ની નવી નોટના ખડકલા છે. કરન્સી ચેસ્ટ ધરાવતી બેંકોનું કહેવુ છે કે, અમારી પાસે પ૦૦ અને ૧૦૦૦ની જુની નોટ તથા ૧૦ના સિક્કાનો ખડકલો છે. પ૦૦ની અને ૧૦૦૦ની નોટ રિઝર્વ બેંક લેતી નથી તેથી બેંકોમાં આનો ભરાવો થયો છે એટલુ જ નહી ૧૦ના સિક્કા લેતા લોકો ડરતા હોવાથી તે કરન્સી ચેસ્ટમાં ઘરજમાઇ થઇને પડયા છે. ૧૦ના સિક્કાને કારણે રિઝર્વ બેંક ૧૦ની નવી નોટો મોકલવાની નથી.

   કેન્દ્ર સરકાર અને રિઝર્વ બેંક દ્વારા થોડા સમય પહેલા પ૦ અને ર૦૦ની નવી નોટ બહાર પાડવામાં આવી હતી. તેની ડિમાન્ડ જબરી છે પરંતુ એકાદ-બે બેંકોને બાદ કરતા આ નોટો રાજકોટની એકપણ બેંકમાં હજુ સુધી આવી નથી. આ નોટના પ્રેમીઓ વધુ નાણા ખર્ચીને પણ આ બંને નોટો મેળવી રહ્યા છે. કાળાબજાર થતી હોવાની પણ ફરિયાદ ઉઠી છે. ર૦૦ના બંડલના રપ૦૦ રૂ. વધારે એટલે કે ર૦૦૦૦ની સામે રૂ.રર,પ૦૦ આપવામાં આવી રહ્યા છે. આ ઉપરાંત પ૦ની નવી નોટના બંડલ પર ૭૦૦ થી ૧૦૦૦નું ઓન લેવામાં આવી રહ્યુ છે. જેને કારણે લોકોમાં કચવાટ છે.

   દિવાળીના દિવસોમાં નવી નોટની ડિમાન્ડ બેંકો માટે માથાનો દુઃખાવો હોય છે અને એમાં ર૦૦ અને પ૦ની નવી નોટોએ બેંેંક કર્મચારીઓની મુશ્કેલી વધારી દીધી છે. રિઝર્વ બેંકે કરન્સી ચેસ્ટને નવી નોટનો પુરવઠો આપ્યો નથી. જેને કારણે કારણે નાની બેંકોને પણ મુશ્કેલી પડી રહી છે. સહકારી બેંકોને અમદાવાદ ખાતેથી નોટના બંડલ ફાળવવાની વ્યવસ્થા કરવામાં આવી છે. માત્ર ૧૦ બંડલ લેવા અમદાવાદ જવુ પડી રહ્યુ છે. અનેક બેંકોને કાલે અમદાવાદ બોલાવવામાં આવી છે.

   નોટબંધી બાદ પ૦૦ અને ર૦૦૦ની નવી નોટનો પુરતો જથ્થો સપ્લાય થયા બાદ રોકડની ખેંચ સમાપ્ત થઇ ગઇ હતી પરંતુ તે વખતે ઠલવાયેલી પ૦૦ અને ૧૦૦૦ની નોટો તથા ૧૦ના સિક્કાનો વિવિધ કરન્સી ચેસ્ટમાં ખડકલો જોવા મળી રહ્યો છે. દરેક બેંકોમાં ૧૦ની જુની નોટના મોટા પ્રમાણમાં બંડલ પડયા હોવાનુ કહેવાય છે. રિઝર્વ બેંક પ૦૦ અને ૧૦૦૦ની નોટ ધીમે-ધીમે લેતી હોવાથી કરન્સી ચેસ્ટમાં અન્ય મુલ્યની ચલણી નોટના બંડલ મુકવાની જગ્યા દેખાતી નથી. દેના બેંકમાં જ ૯૦,૦૦૦ લાખના ૧૦ના સિક્કા પડયા હોવાનુ કહેવાય છે.

   બેંકોનું કહેવુ છે કે લોકોએ બેરોકટોક ૧૦ના સિક્કા વાપરવા જોઇએ. આ સિક્કા કાયદેસરના જ છે. આ સિક્કાની લેવડ-દેવડ વધારવી જોઇએ. લોકો શા માટે ૧૦ના સિક્કાથી ભાગી રહ્યા છે તે સમજાતુ નથી. લોકો બેંકમાં ૧૦ના સિક્કા ભરવા આવી રહ્યા છે પરંતુ લોકોને ૧૦ના સિક્કા લેવા નથી આ એક તરફી વ્યવહાર કઇ રીતે ચાલી શકે તેવુ બેંકોનુ કહેવુ છે. પાંચની નોટની પણ ભારે અછત જોવા મળી રહી છે.
